William Hague's plans for the Middle East

Following William Hague's annual foreign policy speech at Mansion House, in which he suggested that the Middle East should open up their markets, former British ambassador to Libya Oliver Miles suggests that this is a mechanism by which "Europe stands to gain, but the Arab states don't stand to gain very much".
